(WABC) — A traveler at John F. Kennedy International Airport has been arrested for allegedly trying to smuggle cocaine inside of bags of jumbo shrimp, according to the U.S. Attorney’s Office for the Eastern District of New York.
Zacharie Scott, 22, is a citizen of the United States who lives in Guyana. He was arrested Friday while going through customs at JFK after arriving via an American Airlines flight from Guyana.
During the customs screening process, his two suitcases were selected for a secondary screening. Customs and Border Protection officers discovered loose clothing and multiple packages of frozen jumbo shrimp wrapped in sealed plastic inside, according to the complaint filed. Investigators say the packages of shrimp were cut open to reveal brick-shaped objects filled with a white, powdery substance.
A field test of the powder revealed the presence of cocaine, approximately 40 pounds worth in total, the complaint alleges.
Scott allegedly told investigators that he had brough the packages into the U.S. in exchange for a payment of $5,000 or $6,000.
If convicted, Scott could face a maximum of 20 years in prison.
A judge ordered Scott to be detained until his bail hearing Tuesday.
Though concluding that the May 21, 2023 Mahdia dorm fire was an act of arson that claimed 20 young lives and that even a fully-equipped facility would not have yielded a different result, the Commission of Inquiry (CoI) has called into question the lapses of several individuals in the events that led up to the fire, during the conflagration and even after.
While a poorly trained house supervisor was chided for her error in failing to contact the fire service promptly and failure to locate the keys to open the heavily grilled dormitory in a timely manner, more serious claims of dereliction of duty and neglect were laid squarely at the feet of Chief Fire Officer (CFO) Gregory Wickham and Ms. Annesta Douglas, the former Regional Education Officer for Region Eight.
“We consider it unfortunate and inauspicious that the Ryan Scott report which contained critical information in the interest of life and fire safety, was given scant regard by the CFO who admitted that of the 12 recommendations contained therein, his action was only taken in relation to that concerning fire hydrants,” the report noted.
Both Wickham and Douglas testified during the public hearings last year.
The Commission, in its final report handed over to President Irfaan Ali on Friday last, said it considered the diligence and dedication in the execution of duties of Guyana Fire Service Sub Officer Ryan Scott to be worthy of commendation and went on to highlight the “efficiency of this serviceman. His devotion to service is to be emulated by other service men and women in the Guyana Fire Service.”
Sub-Officer Ryan ScottBut failure to act on the report compiled by Scott made way for the Fire Chief to be accused of dereliction of duty.
“We interpret the CFO’s explanation that the standard operating procedure only required him to ensure the REDO was furnished with the report, as essentially passing off onto the REDO, the responsibility of ensuring that the emergency recommendations in the report were brought to life. We also find it regrettable that in all circumstances and even with all his experience as the most senior fire officer in this country, the CFO did not see the need, nor did he take the initiative, to communicate to the Permanent Secretary of his Ministry, the said emergency recommendations,” the report noted.
But further, claims of neglect were made of Douglas in the report.
“The conduct of the REDO was not far from that of the CFO,” the report noted.
Douglas received the report from Scott in early February 2023, almost four months before the fire but never acted on it. She claimed that’s he was reassigned the next day.
“We rejected the excuses proffered by Ms. Douglas to justify her inaction and found them to be spurious and vexatious. She gave no attention and showed complete disregard for the report. We are convinced that if prudent action was taken by the REDO, there was more than sufficient time for effective fire prevention systems to have been put in place,” the report read.
The Ryan Scott’s report only came to the knowledge of the Regional Executive Officer’s office after it became a sore point of contention after the fire.

Frank Anthony Ramsahoye, the 71-year-old driver of the motor car that fatally struck pedal-cyclist Garfield Brigdemohan along the Queenstown Public Road, Essequibo Coast on Friday night remains in police custody.
Ramsahoye, a Parika resident, was driving motorcar #PXX 9235, and according to the police, he was proceeding north along the road at a fast rate while Brigdemohan was riding in the same direction.
The driver of the car claimed that he suddenly saw a man on a bicycle riding who made ‘a sudden lean’ and collided with the front left side of his vehicle and further hit the windshield.
The pedal-cyclist fell onto the road surface where he received injuries about his body.
The victim was picked up by the driver in an unconscious condition and conveyed to the Suddie Public Hospital where he was seen and examined by a doctor on duty at Suddie Public Hospital who pronounced him dead.
The body is lying at the Suddie Public Hospital’s Mortuary, awaiting a Post-Mortem Examination.
The vehicle was lodged at the Suddie Police Station to be examined by a licensing and certifying officer.
The Tata Group has extended its title sponsorship of the IPL for another five years, from 2024 to 2028, for INR 2500 crore (US$301 million approx.), making it the “highest-ever sponsorship amount in the history of the league,” a BCCI statement said.
The group was the IPL title sponsor in 2022 and 2023, and is also the title sponsor of the Women’s Premier League (WPL).
“The collaboration with TATA Group for the title sponsorship of IPL 2024-28 is a significant milestone in IPL’s journey,” IPL chairman Arun Singh Dhumal said.

The Tata Group had replaced Vivo as IPL title sponsors for the last two seasons. The BCCI had temporarily severed ties with Vivo, a Chinese mobile and technology company, following political tensions between India and China in June 2020.
Vivo had originally bagged the title sponsorship for 2018 to 2022 for INR 2199 crores (US $341 million approx. at the time), but for the 2020 season, it was replaced by Dream 11, before Vivo returned for the 2021 season.
Tata’s bid for the next five years is a 13.7% jump over what Vivo had paid for 2018-22.

John was at a shop imbibing when the woman’s reputed husband approached him.
An argument ensued between the two men. At the time, the suspect was armed with a cutlass. He took the cutlass and chopped John to his upper body and escaped.
John was picked up and rushed to the Suddie Public Hospital and later succumbed to his injuries.
Police are currently searching for the suspect.
A cyclist lost his life on the Queenstown Public Road, Region Two (Pomeroon – Supenaam) Friday night. Dead is Garfield Bridgemohan, a labourer of School Street Queenstown. The incident occurred around 20:30 hours.
Bridgemohan who was riding his bicycle was struck by another car.
The driver is currently in police custody. According to reports, the driver told police officers that he was driving along the road when the victim swerved in front of his car.
Bridgemohan was rushed to hospital and later succumbed. his body is currently in the Suddie Mortuary awaiting a post-mortem examination.
