Appréhendés récemment à Jacmel pour avoir retrouvé en leur possession un fusil d’assaut, de marque et de série falsifiées, et respectivement âgés de 32 et 37 ans, les nommés Odelson Dossou et Réus Chrisnel, se spécialisent dans le trafic d’armes. Ils sont originaires de Port-au-Prince et d’Anse-à-Pitres.
Selon les informations dont disposent les enquêteurs de la Direction Centrale de la Police Judiciaire (DCPJ), ces individus entretenaient des relations avec le bandit notoire Bougòy, chef d’un gang opérant à Gran Ravin, situé dans le département de l’Ouest.
Selon la Police, ils avaient également l’habitude d’utiliser la zone du cimetière de Port-au-Prince pour effectuer les activités de la livraison d’armes avec leurs acolytes.
À noter que lors de leur audition, Réus Chrisnel avait lui-même avoué que le fusil lui avait été confié par un dominicain, membre du réseau de trafiquants.
Au cours du premier trimestre de l’année 2023, la violence des gangs s’est accrue en fréquence et en intensité. Les cas de meurtres, de blessures et de kidnappings ont augmenté de plus de 28% par rapport au trimestre précèdent. De nombreux établissements médicaux ont fermé et des écoles sont actuellement utilisées comme bases par des gangs.
« Haïti a besoin d’une assistance immédiate pour contrer l’augmentation de la violence des gangs armés et développer sa police » constate la Représentante Spéciale. Elle souligne « le besoin urgent du déploiement, autorisé par le Conseil de sécurité, d’une force internationale spécialisée ».
Dans leur dernier rapport trimestriel sur les droits de l’homme, couvrant la période de janvier à mars 2023, le BINUH et le Haut-Commissariat des Nations Unies aux droits de l’homme (HCDH) ont documenté des attaques d’une extrême cruauté contre la population, faisant au moins1,634 victimes qui ont été tuées, blessées ou enlevées par rapport aux 674 victimes dans la même période en 2022. Tous les quartiers de la capitale, y compris des quartiers auparavant considérés comme sûrs, ainsi que le département de l’Artibonite sont désormais affectés. Les violences sexuelles continuent d’être utilisées par les gangs comme une arme pour terroriser, punir et soumettre les populations. En l’espace de quelques jours du mois d’avril, au moins 49 femmes ont été brutalement violées lors d’une attaque de gangs contre le quartier de Brooklyn, Cité Soleil.
Dans certains cas, des membres de gangs ont fait irruption dans des zones et ont tiré à vue pour tuer le maximum de personnes. Des jeunes garçons et des jeunes filles ont été aussi victimes de balles perdues alors qu’ils se trouvaient dans leur salle de classe ou chez eux. Au moins, 42 enfants ont été tués, blessés ou enlevés au cours de la période considérée. Le rapport fait également état d’incidents au cours desquels les gangs ont utilisé des « snipers » pour cibler sans distinction des personnes se trouvant dans les rues ou leurs habitations. D’autres personnes ont été brûlées vives dans les transports publics.
Le rapport souligne aussi la recrudescence des actes de lynchages contre des présumés éléments de gangs par des groupes d’individus. Des messages diffusés par certaines personnalités sur les médias sociaux ou dans les radios ont également appelé les citoyens à s’armer pour répondre à la violence des gangs.
La violence ne fait que croitre. Depuis le début du second trimestre, plus de 600 personnes, ont été tuées lors d’une nouvelle vague de violence extrême qui a touché plusieurs quartiers de la capitale, notamment Cabaret, Cité Soleil et Pétion Ville. Certaines personnes ont été mutilées ou égorgées, tandis qu’au moins 49 femmes ont été victimes de viols collectifs dans la seule commune de Cité Soleil.
Des files d’attente sont remarquées devant les succursales des bureaux de transfert de la région métropolitaine de Port-au-Prince ce vendredi 5 mai 2023. De nombreux clients s’interrogent sur les causes de cette rareté de numéraire.
Le gouverneur de la BRH, M. Jean Baden Dubois, avait nié une pénurie de papiers de monnaie. Toutefois de nombreux économistes sont circonspects. Ils évaluent les causes possibles de cette rareté.
L’économiste M. Thomas La Lime, attire l’attention sur une forte détérioration de l’économie haïtienne au cours des trois dernières années.
L’économie haïtienne survit sous perfusion de la diaspora. Les haïtiens vivant à l’étranger supportent le déficit de la balance des paiements à hauteur de 3.7 a 4 milliards de dollars annuel.
Cependant les statistiques de la BRH en 2019, indiquaient que seulement 316 millions de dollars parvenaient en numéraire dans l’économie haïtienne.
En outre les banques privées ne peuvent plus importer du dollar. Ce privilège est strictement réservé à la Banque Centrale.
Toutefois les autorités monétaires redoutant les rigueurs du Gafic placent les commandes de dollars avec parcimonie.
Le gouverneur de la BRH a confirmé à radio Métropole que des stocks de dollars ont été récemment livrés par la federal Reserve des Etats Unis.
Les autorités policières haïtiennes sont la cible de critiques acerbes depuis le début de l’opération Bois Calé. Des commentaires désobligeants affligent les autorités qui ont mis du temps à supporter la révolte populaire.
Les forces de l’ordre ont enfin lancé hier des opérations contre les bandits de Village de Dieu et de Savanne Pistache.
L’assaut a été donné plus d’une semaine après le déploiement du dispositif sécuritaire spécial. De nombreux spécialistes s’attendaient à une offensive le week end écoulé. Sur les réseaux sociaux des lanceurs d’alerte avaient critiqué le laxisme des autorités policières appelant les policiers à se rebeller. Les accusations évoquant une certaine connivence entre les autorités policières et les chefs de gangs sont considérées comme inacceptables par le chef de la police. M. Frantz Elbe menace d’engager des poursuites judiciaires contre les contempteurs de la Police.
Aucune information n’est disponible sur les affrontements d’hier. Entre temps c’est une véritable guerre psychologique entre les chefs de gangs et les forces de l’ordre.

death of educator and comedian Kirwyn Mars was arrested on Tuesday, two days after the gruesome incident which sent shockwaves across the country Sunday night.
Police sources confirmed that the young man was arrested at his workplace in Georgetown and is cooperating with investigators.
Allegedly just 25 years old, his identity is yet to be confirmed.
Sir Mars was found pinned between his car and an apartment building fence in Perseverance, East Bank Demerara, with his body crushed and covered in blood.
Police, in its official report on Monday, revealed that two knives were recovered from the scene. Mars was found with multiple lacerations and stab wounds to his face, hands, head, shoulder, and other parts of his body.
According to the Police, the incident occurred at about 22:30hrs on Sunday by an unidentifiable man armed with a knife.
Police said investigations revealed that Mars and the suspect had a “misunderstanding” that escalated inside the vehicle. As a result, both parties armed themselves with knives and stabbed each other.
Mars exited the vehicle in an attempt to escape but the suspect reversed the vehicle into Mars and pinned him to the fence.
The suspect then exited the vehicle and escaped in a southern direction on foot. Regional Commander Mahendra Singh told the News Room that they are pursuing the suspect.
Sir Mars joined the teaching profession in 1992. He was also an actor and comedian. He was the deputy principal at the New Central High School in Georgetown.
Dr. Sharma said the bids for this project were already received and are in the process of being evaluated. If the government opts to proceed with any of the bids, contracts for the construction of these farms could be awarded this year.
Aside from this project, solar farms will be operational at Wakenaam, Leguan and Mahdia. These join existing projects at Lethem and Bartica. Also, there will be 19 solar-powered mini-grids in hinterland communities.
The hinterland solar electrification project for 30,000 homes, a highly anticipated project, is expected to get underway from July.
The first 1,830 solar units for the households were shipped to Guyana and should arrive by July. Subsequent batches are slated for transport in coming months.
Once those solar power systems arrive, Dr. Sharma said the GEA will work alongside members of the hinterland communities to get them installed.
Importantly though, solar projects are not the only source of new power for Guyana. The government also plans to leverage natural gas produced offshore, hydropower and some amount of wind energy to satisfy the demand.
The GEA is also wary of the drawbacks of solar energy.
Though cleaner and cheaper in the long term, the provision of solar energy is contingent upon the availability of sunlight and batteries to store sunlight captured.

“I know that many of you have been here before, so, welcome back. Make the best of this week, I know our boys from Antigua have been preparing vigorously, I get the chatter about all the scores. I understand that my friends from the South, the Golden Arrowhead, have been preparing as well, and of course my people from Barbados have been doing a lot of work.
I look forward to the competition, I look forward to hearing the good news, I look forward to seeing the competitiveness of all of us and I look forward to the camaraderie, that is the norm within these competitions. All the best to all of you and may the better team emerge as victors here.”

President of the WIFBSC, Major Nelson of Jamaica, in brief remarks, congratulated the Antigua and Barbuda Rifle Association for hosting this year’s competition, whilst also extending a warm welcome to the Canadian Team which has always been a good friend of the WIFBSC over the years.
Special thanks was also extended to Dan Chisolm, who President Nelson informed has been single handedly responsible for the advent and implementation of electronic scoring in the Caribbean.
“Without Dan, the whole question of electronic targets, probably would not have gotten off the ground as it has. I want to thank you fellow shooters for being here and we all hope to have a very good week.”
Rifle shooters competing at the 600 yards range on Tuesday
Competition got cracking after Colonel Benjamin fired the opening shot from the 600 yards range to the applause of all gathered.
The Individual Championships got going with shooters engaging at the 300 yards range with two sighting shots and seven rounds to count.
They then matched shots at the 500 yards range, two sighting shots and 15 rounds to count with the day coming to an end at the 600 yards range where they each had two sighting shots and 10 rounds to count.
Guyana National Rifle Association (GuyanaNRA) Fullbore Captain Dylan Fields, along with defending WIFBSC Individual Champion Lennox Braithwaite, Ransford Goodluck, Leo Ramalho (Vice-Captain), Peter Persaud, Sherwin Felicen, Roberto Tiwari, Ryan Sampson and USA-based duo Sigmund Douglas and John Fraser are all contesting the Individual Championship.
The other team members are Mahendra Persaud and Team Manager, Franklin Wilson.
On Wednesday, 300 yards shoot will be two sighting shots and 15 rounds to count; 500 yards two sighting shots and 10 rounds to count and 600 yards, two sighting shots and seven rounds to count.
Thursday will be the final day of the Individual segment.
