    L’Union européenne annonce des sanctions contre Michel Martelly, deux anciens sénateurs et le gang « 5 Segond »

    Le Conseil de l’Union européenne a publié un communiqué officiel ce lundi 15 décembre 2025 annonçant des sanctions contre l’ancien président haïtien Michel J. Martelly, les ex-sénateurs Rony Célestin et Youri Latortue, ainsi que le gang « 5 Segond » de Village de Dieu. Ces personnalités et ce groupe armé sont accusés d’implication dans la violence des gangs et de violations graves des droits humains.

    Depuis environ quatre ans, une frange de la classe politique haïtienne fait l’objet de multiples sanctions internationales. Connivence avec des gangs armés, blanchiment d’avoirs, corruption, entre autres, figurent parmi les motifs avancés par la communauté internationale.

    Ce lundi 15 décembre 2025, l’Union européenne a donc décidé de sanctionner Michel Martelly, les anciens sénateurs Youri Latortue et Rony Célestin, ainsi que Johnson André, alias Izo 5 Segond.
    Dans son communiqué, le Conseil de l’UE précise que ces mesures restrictives interviennent dans un contexte d’escalade de la violence des gangs, de violations graves et répétées des droits de l’homme, ainsi que de la persistance de l’impunité pour les auteurs de ces crimes en Haïti.

    Selon l’Union européenne, Michel Martelly et Youri Latortue auraient fourni des armes à des gangs et financé leurs activités criminelles dans le but de promouvoir leurs programmes politiques, de défendre leurs intérêts personnels et économiques et de renforcer leur contrôle territorial.

    L’ancien sénateur Rony Célestin est, quant à lui, impliqué dans l’assassinat du journaliste Néhémie Joseph, survenu dans le Plateau Central. Ce dernier dénonçait publiquement les activités illicites et les faits de corruption attribués à Rony Célestin. Celui-ci est également accusé d’implication dans des violences liées aux groupes armés et dans des activités de contrebande.

    Le gang « 5 Segond » fait face à de multiples chefs d’accusation, selon l’Union européenne. Il est notamment tenu responsable de vols, viols, enlèvements, meurtres, piratages, extorsions, obstruction de l’aide humanitaire, ainsi que de trafic d’armes et de drogue.

    Dans sa conclusion, l’Union européenne précise que les personnes et entités sanctionnées font l’objet d’un gel de leurs avoirs et d’une interdiction de voyager dans l’espace Schengen. Il est également interdit à toute personne ou entité relevant de l’Union européenne de mettre à leur disposition, directement ou indirectement, des fonds, des actifs financiers ou des ressources économiques.

    Quand Lucien Jura retrace l’éternité d’une longue agonie

    Joseph Lucien Jura vient de publier, à compte d’auteur,« Kidnapping : péripéties et révélations d’une victime ». À travers ces 218 pages, l’ancien Journaliste à signal FM, retrace sa douloureuse et perturbante mésaventure, celle de se voir enlevé sur la cours de sa résidence privée, à Pétion ville, pour passer quatre jours entre les mains de ses ravisseurs dans des conditions sociales et psychologues pas trop fameuses.

    Le livre s’ouvre comme un roman qui n’en est pas un au sens classique du terme. C’est comme aurait dit René Magritte devant son chef-d’œuvre intitulé « la trahison des images », une toile représentant une pipe magnifiquement peinte, avec la légende : « Ceci n’est pas une pipe ». Au fur et à mesure que l’histoire se déroule, le lecteur peut sentir monter le suspense et la tension liée aux faits que raconte l’auteur avec une innocente naïveté. Seule sa plume, par moment, frôle l’essence des « Précieux » et des classiques du 17ème siècle, peut en témoigner le contraire. Joseph Lucien Jura ose dire tout haut et en toute littérarité, la brutalité et la barbarie démesurée d’un phénomène et d’une pratique qui, au fil des ans et à cause d’une gestion chaotique de la chose publique, aurait construit son histoire sous les yeux narcissiques et masturbatoires des politiques sans vergognes sur la terre de Jean Jacques Dessalines. 

     

    Mars 2024. Port-au-Prince est sans dessus-dessous. Plusieurs quartiers populaires de la ville sont déjà sous le contrôle des bandes armées. La peur suinte partout. Le phénomène de l’insécurité atteint un niveau jamais enregistré dans le pays. De nombreuses familles se sont vues en situation de fuir leur demeure. Dans certaines zones, des résidents s’arrangent, s’organisent tant bien que mal. Ils se fortifient. Ils montent la garde en signe de résistance aux attaques répétées des bandits. Entre temps, les actes d’enlèvements se multiplient. Par-ci et par là. Les rues de la commune sont presque désertes. Aux heures de pointe surtout. Personne ne sort, sauf en cas de force majeure. Luckner, personnage principale du récit, journaliste avisé et ancien porte-parole, pour échapper à la solitude et la frustration du moment, rejoint son ami de longue date pour discuter, peut-être, de politique, de philosophie, de littérature et autre. Le lendemain, arrivé à sa résidence privée, dans ce quartier huppé de Pétion-ville, une équipe l’attendait. Il a été enlevé, malgré les dispositifs de sécurité orchestrés dans tous le périmètre. Cet après-midi-là, la nouvelle tombe comme une bombe. 

    Luckner, animé d’une lucidité farouche, ne peut s’empêcher de faire du journalisme. Sa deuxième nature. Il observe, réfléchit et analyse. Sous la menace des armes, malgré sa blessure par balle au bras gauche, il est contraint d’escalader un mur haut de trois mètres, atteindre une ravine, emprunter un raccourcir dans la cours d’un voisin, monter dans une voiture pour finir sa course à l’endroit où il allait être séquestré. Pendant le rapt, de fortes détonations résonnent dans la zone. Les bandits semblent avoir le contrôle de la situation et parviennent à quitter les lieux saint et sauf avec leur proie. Pendant tout le trajet, Luckner, suit les instructions de ses ravisseurs, cherche à comprendre, repère les lieux, évalue la situation, prends conscience de l’ampleur du phénomène et agis en fonction de la réalité qui s’offre à lui. Le personnage central du récit sait quand communiquer avec ses ravisseurs et qui appeler dans son entourage pour mener les négociations. Le combat pour la survie exige, sous une forme ou une autre, un certain niveau de pragmatisme.

    En parcourant les 18 chapitres du texte suivis de « données complémentaires pour une meilleure compréhension de la prolifération des cellules de kidnapping à travers la capitale », le lecteur peut comprendre que, déjà, toutes les pièces du Puzzle étaient en place. Cette musique aux accords mineurs que chante Luckner dans sa voiture ; le détour dans ce supermarché presque désert ; l’hésitation à ralentir devant la maison de son voisin Pedro ; l’atmosphère inhabituelle de la petite allée ; les deux hommes qui paisiblement  discutaient un peu plus loin et l’absence du gardien. Tout était clair. Outre cela, les entités supérieures avaient fait de leur mieux pour passer la communication. Mais Luckner, semble-t-il, n’était pas trop attentif à ces types de messages. Le personnage central du récit n’est pas du genre à conditionner sa vie au gré de ses prémonitions. A l’instar de bon nombre d’Haïtiens, esclaves des pratiques religieuses occidentales, Luckner se plairait-il à se réfugier dans ce qu’on pourrait qualifier de « rationalisme scientifique ». Sa mère, ayant déjà fait l’ultime voyage, lui était apparu en rêve, toute énervée, pour réprimander Luckner de son imprudence constante. Sans doute, la décision de passer la nuit chez son ami Berno et son réveil tardif le lendemain constitueraient un prétexte pour éviter le rapt. 

    « Kidnapping : péripéties et révélations d’une victime » est une parfaite description du non-respect du droit à la vie et la dignité humaine où tout s’entremêle : humiliation, violence verbale, longues heures d’angoisse, interrogatoires absurdes, tortures psychologiques, regards hostiles, incertitude, banalisation de la vie, mécanismes de survie, acceptation de la mort et rencontre avec le sacré. « Kidnapping : péripéties et révélations d’une victime » est aussi un pari sur l’avenir en dépit de toutes les incertitudes.

    All passenger vessels will have access to WiFi next year – Edghill 

    Public Works Minister Juan Edghill announced on Sunday that all passenger vessels will be equipped with WiFi sometime in 2026.

    “Early in the new year, the latest, in all of our boats and vessels, we will ensure that passengers and the crew have access to Wifi, whether we use Starlink or WiFiGY,” Edghill said on a video shared on his Facebook page.

    The MV Ma Lisha, he said, already offers WiFi access. Moving forward, however, the government wants all of the vessels to have WiFi connectivity.

    Several vessels transport people and goods, primarily along the coastal strip. Thousands of people rely on these river transport services daily.

    More boat trips scheduled to meet Christmas season demand – Edghill 

    Minister of Public Works, Juan Edghill has announced that more boat trips have been scheduled to meet the growing demand for transportation services during the Christmas holiday period.

    In a video shared on his Facebook page, Edghill said there will be a constant movement of the vessels travelling the Region One (Barima- Waini) route. Those vessels along this route include the MV Kimbia, Ma Lisha, and Barima.

    For Bartica, Region Seven (Cuyuni- Mazaruni), there will be two trips daily during this period. Vessels on the Bartica route will also be used to support the transportation of goods and services to and from the islands of Wakenaam and Leguan, Edghill added.

    The MV Sabanto and Kamawan will continue their constant operations along the Parika- Supenaam route. However, the new Aris IV should be added to the Parika circuit fleet by Friday to meet the ever-increasing demand along this route, Edghill highlighted.

    Though he disclosed that other vessels are being serviced currently, Edghill opined that the additional scheduled trips and the introduction of the Aris IV should help meet the Christmas season demand.

    Guyana gains critical World Boxing recognition

    The Guyana Boxing Association (GBA) has secured a vital lifeline for its amateur boxers after receiving provisional recognition from World Boxing, the International Olympic Committee (IOC)-recognised body for the sport.

    The formal endorsement, communicated in a letter dated December 11, means the GBA and its athletes are now immediately eligible to compete in all World Boxing-sanctioned events, including the World Challenge, World Cup, and World Championships.

    Crucially, this recognition is seen as a major breakthrough for Guyanese boxers with Olympic aspirations, as World Boxing is currently the only federation acknowledged by the IOC to manage the qualification pathways to the Olympic Games.

    While welcoming the news, GBA President Steve Ninvalle expressed significant frustration over the protracted process, noting that Guyana’s application was first submitted in February, a ten-month waiting period.

    “We welcome the approval, but I am peeved at how long this process took,” Ninvalle stated. “We only received confirmation one day before the International Boxing Association (IBA) Congress in Dubai.”

    Ninvalle suggested that the lengthy delay had hampered their ability to plan and compete with certainty, forcing him to inform the Guyana Olympic Association of the issue.

    Despite the procedural setback, the President reaffirmed the GBA’s unwavering commitment to fair governance.

    “Guyana, through the GBA, has always been compliant in the world of amateur boxing. We remain fully committed to following the rules and directives of the IOC and ensuring that our boxers are given a fair and unhindered opportunity to compete at the highest level,” he added.

    The provisional recognition grants the GBA full participation rights in World Boxing events as the federation moves through the final stages of its membership process.

    The application for full GBA membership will now be presented and considered at the World Boxing Congress scheduled for 2026, marking the final hurdle in securing their long-term position within the federation.

    Lomar Seecharran’s second consecutive half-century propelled Guyana to an emphatic nine-wicket victory over Barbados in the second match of the Under-13 40-over series, giving the hosts a commanding 2-0 series lead.

    The Guyana captain, who has been in sublime form, showcased his aggressive intent by blasting an unbeaten 82 runs off just 53 balls, ensuring the target of 139 was chased down in a lightning-fast 16.2 overs at the Lusignan Community Centre Ground on Sunday.

    His innings was laced with 12 fours and three sixes.

    This dominant batting display came after a fine collective effort by the Guyanese bowlers, who bundled Barbados out for 138 inside 40 overs.

    Earlier, Barbados struggled to build sustainable partnerships against a disciplined Guyanese attack.

    Only Natarie Lavine provided real resistance, anchoring the innings with a solid 65 off 77 balls, but wickets consistently fell around him.

    The damage was spread across the home side’s bowling unit, with Deshawn Ramnauth leading the way with impressive figures of 3 for 21.

    Support came from Jasani Craig (2-24) and Adrian Emmanuel (2-26), ensuring Barbados were all out in the 39th over.

    In the chase, after a brief opening partnership, Seecharran and vice-captain Sahid Gajnabi took control, replicating their match-winning alliance from the first game.

    The pair put together an unbroken 91-run stand off just 59 balls for the second wicket, guiding Guyana home with ease. Gajnabi finished unbeaten on 20.

    The series, organised by the Guyana Cricket Board (GCB) with a focus on developing future national talent, will take a break on Monday before resuming with the third match on Tuesday at 10:00h at the Lusignan Community Centre ground.

    Police probing shooting incident at Sophia 

    The Guyana Police Force is investigating a shooting incident which occurred on Friday at about 17:00hrs at Red Road, ‘D’ Field, Sophia.

    Police Headquarters reported that ranks responded to a report of larceny at about 17:00 hrs, and upon arrival at the location, a 35-year-old suspect of Cummings Lodge Squatting Area was arrested. During the process, the suspect allegedly became aggressive, assaulted a rank, and attempted to escape from custody.

    The suspect reportedly armed himself with a glass bottle and advanced in a threatening manner towards the ranks. The Police statement said ranks tried to de-escalate the situation; however, the suspect continued to advance. As a result, a rank discharged his service weapon, and the suspect sustained an injury to his left foot.

    The suspect was subdued and escorted to the Turkeyen Police Station and later taken to the Georgetown Public Hospital Corporation, where he received medical attention and was listed in stable condition.

    Investigations are continuing and further details will be provided as appropriate.

    Unidentified pedestrian dies after struck down by speeding car

    A so far unidentified man has died after he was struck down by a speeding driver on the Orangestein Public Road, East Bank Essequibo early on Sunday.

    Police Headquarters reported that the accident occurred at about 04:10hrs and involved motor car PAB 2332 driven by a 25-year-old man from Meten-Meer-Zorg, West Coast Demerara.

    Preliminary investigations disclosed that the car was proceeding east along the northern side of the roadway at an alleged fast rate when the pedestrian who was walking along the northern side heading east, reportedly ran across the road from north to south into the path of the vehicle.

    The driver reportedly swerved in an attempt to avoid a collision; however, the front left side of the motor car collided with the pedestrian and the vehicle subsequently ended up in the southern trench.

    As a result of the collision, the pedestrian sustained multiple injuries and was picked up in an unconscious state and conveyed to the De Kinderen Regional Hospital, where he was pronounced dead.

    The body was later escorted to the Ezekiel Funeral Home, awaiting a post-mortem examination.

    A breathalyzer test was conducted on the driver who is presently in custody. No trace of alcohol was detected.

    Investigations are continuing.

    Prime Minister, Brigadier (Ret’d) Mark Phillips also delivered remarks and welcomed the new company on behalf of the government, describing Scoop Ride as one of the newest business ventures in Guyana’s transportation sector.

    He noted that with more roads being built and stronger connections being created between communities, there is increasing demand for reliable transportation services.

    “Today we have another option: utilising technology. You can be in your home, book a ride, and receive information on how soon the vehicle will arrive at your location,” the Prime Minister explained.

    The Scoop Ride app is available for download for both IOS and Android devices.
