    Defence Institute aims to build ‘strategic thinkers’ to tackle Guyana’s evolving security threats

    The National Defence Institute on Tuesday hosted the opening ceremony for its Certificate in Defence Studies programme at Camp Base Ayanganna, with officials underscoring the initiative as a major step toward strengthening Guyana’s national security framework.

    The 16-week programme, which commenced more than 10 weeks ago and concludes on June 5, brings together 14 participants drawn from the Joint Services. It is designed to equip officers with the analytical, research and strategic planning skills needed to address both current and emerging security challenges.

    Chairman of the Institute, Colonel Sheldon Howell, described the establishment of the institute as a visionary move that recognises the changing nature of modern threats.

    “The institute stands today as a critical pillar of Guyana’s evolving national security architecture, designed to prepare leaders to navigate both traditional and emerging threats,” Howell said.

    He emphasised that the programme goes beyond academic theory and is intended to provide practical tools for real-world security operations.

    “This programme is not simply academic. It is strategic. It is meant to equip officers and their counterparts with the analytical tools required to operate effectively in this complex security environment,” he added.

    The course curriculum includes modules such as war and peace, crisis decision-making, humanitarian intervention, migration and security, foreign policy, cybersecurity frameworks and the Guyana-Venezuela controversy. Participants are also being trained in process mapping and the adoption of information technology solutions to improve operational effectiveness.

    Upon completion, students are expected to be able to conduct independent research, develop countermeasures against cyber threats, provide strategic advice on foreign policy and security matters, and build cooperation frameworks that support national development.

    Delivering the feature address, Prime Minister Brigadier (Ret’d) Mark Phillips said the programme reflects a deliberate investment in human capital and is central to strengthening Guyana’s defence and security systems.

    “This programme isn’t just theory. It’s about strengthening judgement, improving decision-making and deepening our understanding of the complex and evolving environment in which we must operate,” the Prime Minister said.

    He added that the initiative is designed to produce professionals capable of operating across multiple domains, including land, air, maritime and cyber, as modern security operations increasingly overlap.

    “It’s about building professionals that can operate across domains…land, air, maritime, cyber and of course a deep understanding as to how these spaces intersect into modern security operations,” he said.

    Meanwhile, Chief of Defence Staff, Brigadier Omar Khan, echoed similar sentiments, describing the programme as a strategic investment in the nation’s internal capacity and long-term security planning.

    “Initiatives like these are not routine undertakings; they are investments in the internal infrastructure of the nation. They represent a deliberate step towards strengthening the strategic capacity of Guyana,” Khan said.

    He stressed that shaping the mindset of officers is fundamental to building a secure and resilient nation. “Strategy does not begin with resources; it begins with a thought, perspectives, to see beyond the present and prepare for what does not exist,” he noted.

    The Certificate in Defence Studies programme is also intended to promote a civil-military approach to analysing defence policies and to expand awareness of how security and development issues intersect with national stability.

    Ministry of Natural Resources commends deportation of illegal Brazilian miners

    The Ministry of Natural Resources has commended the swift and coordinated action taken by the Guyana Police Force (GPF), alongside other regulatory agencies, which resulted in the arrest and deportation of several Brazilian nationals involved in illegal mining activities.

    According to the GPF, four Brazilian nationals—Antonio Isal Das Soura, 49; Michael De Souza Martin, 26; Clinton Martins Fernandes, 19; and Matheus Sere Martins, 20—appeared via Zoom before Senior Magistrate Clive Nurse at the Mahdia Magistrate’s Court on Friday, March 27, 2026.

    The men, all from Boa Vista, Roraima, Brazil, were charged with illegal entry and illegal mining. They pleaded guilty to both offences.

    For illegal entry, each was fined $30,000 or six weeks’ imprisonment in default. They received an additional $30,000 fine, or six weeks’ imprisonment in default, for illegal mining. The court also ordered their deportation within 24 hours.

    In a related matter, Taiane Macedo Peixoto, a 33-year-old Brazilian national and cook, also appeared before the same court charged with illegal mining. She pleaded guilty and was fined $30,000 or six weeks’ imprisonment in default.

    The Ministry of Natural Resources emphasized that these enforcement actions are part of ongoing efforts to clamp down on illegal mining across the country. The ministry noted that such activities pose serious threats to the environment, undermine the rule of law, and jeopardize the sustainable management of Guyana’s natural resources.

    Authorities reiterated that enforcement operations will continue in all mining districts and warned that individuals found in breach of the law will face the full force of the legal system.

    The ministry is also urging all stakeholders in the mining sector to comply strictly with national laws and regulations as the government intensifies its campaign against illegal operations.

    Cooper Connolly made a superb unbeaten 72 on his Indian Premier League debut as he guided Punjab Kings to a three-wicket victory over Gujarat Titans.

    Chasing 162, Punjab looked to be cruising to victory at 110-2 at the start of the 12th over. But the Kings lost four wickets for eight runs to slip to 118-6 as Prasidh Krishna claimed three quick wickets en route to figures of 3-29.

    However, Australia all-rounder Connolly batted with measured aggression, hitting five fours and five sixes, to get Punjab over the line with five balls to spare.

    “I’m stoked to spend some time in the middle and to put on a show tonight was nice,” Connolly, 22, said. “Working with [Punjab coach] Ricky Ponting has been great and some slight tweaks have helped me out.”

    In a rain-affected weekend, Steven Nobrega secured a hard-fought victory in the newly introduced Briggs Senior Light class, marking a triumphant return to the podium after a lengthy hiatus.

    The result, however, was shrouded in post-race technical drama: Calvin Ming crossed the finish line first on track, but his celebrations were cut short during the mandatory post-race scrutineering.

    Technical delegates confirmed that Ming was disqualified for failing “tech”—a rigorous level of scrutiny that has become the hallmark of this new class.

    Ming has made an appeal, and it is still pending.

    The decision promoted Nobrega to the top step, validating a weekend defined by composure under pressure.

    Failure to report child abuse could lead to charges – Minister Persaud

     

    Minister of Human Services and Social Security, Dr. Vindhya Persaud, is warning civilians—particularly parents—that failing to report cases of child abuse and teenage pregnancy involving minors could result in criminal charges.

    “Many times when we have cases of teenage pregnancy, parents have to understand they have a responsibility to report… anyone who is aware and they don’t report any case of child abuse… they are considered complicit and they can be charged under the law,” Dr. Persaud told reporters on Monday.

    Addressing the ministry’s response to cases involving young mothers and minors, Dr. Persaud said the role of the Ministry of Human Services and Social Security is “very straightforward,” with the Childcare and Protection Agency (CPA) taking the lead in handling all matters involving children.

    She explained that once a report is made—whether before or after a teenage mother is admitted to hospital—the agency intervenes to provide counselling and support to both the mother and child, while also working closely with their families.

    Where abuse is suspected, investigations are conducted in collaboration with the Guyana Police Force.

    “Once we are able to identify the perpetrator, the law takes over from there. The court system will be invoked because the file will go to the Office of the Director of Public Prosecutions for legal advice,” she said.

    Dr. Persaud also highlighted the importance of forensic interviews, which are conducted in a controlled and protective environment to minimise further trauma for child victims.

    “So the child tells her story only once and then the law should take its course,” she explained.

    Under Guyana’s laws, the age of consent is 16, and any sexual activity involving a child below that age is considered statutory rape.

    Dr. Persaud further revealed that efforts have been ongoing since last year to strengthen referral pathways between agencies to ensure cases are handled more efficiently and in accordance with standard operating procedures.

    “We are looking to have a referral pathway that is strengthened… so that when any issues arise there are specific stakeholders that must be involved, and they must follow our SOPs,” she said.

    As part of these efforts, the ministry plans to expand training, public awareness campaigns, and community outreach programmes aimed at educating parents about their responsibilities.

    “We are going to go out there aggressively to let people know that they have a duty to report. It is not enough to know about it and talk about it… reporting is critical in all of this,” Dr. Persaud said.

    Led by a superb hat-trick from forward Osaze De Rosario, Guyana’s Golden Jaguars defeated Belize 3-1 in the Concacaf Friendly Series on Monday afternoon in Group B action in the Dominican Republic.

    De Rosario opened the scoring in the second minute and added two more goals- in the 22nd and 90th minutes- as the Jaguars continued their impressive run in the Friendly Series.

    De Rosario was also the star performer for Guyana against Dominica on Friday last, scoring both goals (8th and 33rd minutes) in the 2-0 victory.

    This latest victory means the Golden Jaguars have remained unbeaten under the guidance of Head Coach Thomas Dooley, previously winning 2-1 against Bonaire and 4-1 against Antigua and Barbuda.

    The Concacaf Friendly Series was designed to provide high-level competitive minutes for Member Associations that are no longer participating in the FIFA World Cup 2026 Qualifiers.

    Pele FC Alumni Easter Youth Educational Seminar set for April 7-8

    The annual Easter Youth Educational Seminar hosted by the Pele FC Alumni, a non-profit organisation based in the USA, is set to unfold at the Marian Academy on April 7-8 where over 100 children between ages of 14 and 18 will benefit.

    According to Executive Member Patrick ‘Labba’ Barton, who is also the Alumni Treasurer and a former national player, this year’s activity will continue their investment in youth empowerment.

    “This all forms part of the Pele FC Alumni Corporation’s mantra of giving back to our nation. Well over one thousand children have benefitted from this investment over the years, and we will continue to make this a priority.”

    Barton shared that this year again, many of the members from the USA will be back here to support the programme, which will also see two football matches being played on Saturday, April 4 at the Police Sports Club Ground, Eve Leary.

    Buxton Stars and Pele FC will clash in an Under-15 match from 16:00h, with the Guyana Police Force and Pele FC facing off in a senior encounter to cap the night off.

    Barton stated, “Football is the sport that made us who we are, affording many of us the opportunity to study in the USA and here we are today. We want to let our valued young people know that with discipline, commitment and the will to achieve, they too can emulate and even do better than us.”

    Fellow Executive Member, Eric ‘Riggy’ Smith echoed Barton’s sentiments and informed that a solid education foundation is need regardless of which sport you play and the Pele FC Alumni is committed to playing their part in supporting this as much as they can.

    “This year we have included the following areas that would be featured during the two day educational seminar, dental hygiene, mental health/suicide, healthcare, social etiquette, self-esteem, banking/finance, reading importance and aviation.”

    Smith noted that the sessions are always interactive and the presenters will be making it as exciting as possible for the attendees who have had to pre-register.

    Another 13,000+ citizens getting their cash grants – Finance Minister 

    Finance Minister Dr. Ashni Singh on Monday evening said another 13,168 citizens are getting their $100,000 cash grant, as the government moves ahead with its distribution.

    The Finance Minister said this in an update shared on his Facebook page. He said 26,639 citizens completed their self-registration successfully through the recently launched online portal.

    Of that number, the registration of 13,168 persons has been verified and processed, allowing those individuals to get their cash grant deposited into their bank accounts within a 24-hour period. Verification and processing continue for the others.

    Previously, 48,858 public sector workers received their cash grants through their bank accounts. With those workers and the 13,000+ individuals now receiving the $100,000 transfer, the Finance Minister said the government has already transferred about $6.2 billion directly to Guyanese.

    Meanwhile, more than 22,000 individuals have started the process on the new portal. Dr. Singh encouraged those individuals to complete the registration process in its entirety.

    The eligibility requirements to receive the National $100,000 Cash Grant paid into your bank account are as follows:

    • Must be a Guyanese Citizen aged 18 years and older as at February 28, 2026
    • Must have a valid National Identification Card, Digital Identity Card or Guyana Passport
    • Registrant must have a bank account in their name at any local commercial bank
    • Must be physically present in Guyana to register

    The government has set up a national help desk to assist persons. This can be accessed on telephone numbers 501-5085 and 503-2977 during working hours.

    AAG targets increased medal haul as ‘successful’ CARIFTA camp concludes

    The Athletics Association of Guyana (AAG) has officially concluded its intensive encampment period for the 2026 CARIFTA Games, with officials expressing high confidence in the 24-member squad set to compete in St. George’s, Grenada, from April 4–6.

    The national contingent, comprising the country’s elite junior track and field talent, is scheduled to depart for the Spice Isle on April 2.

    This year’s preparation saw a strategic shift, with the AAG initiating programmes earlier in the season to maximise technical fine-tuning and athlete recovery.

    AAG President Sheryl Hermonstine noted that the camp’s success was rooted in a collaborative coaching environment and robust government backing.

    “We had a successful camp following our various trials and the National Secondary Schools Championships,” Hermonstine stated.

    “Thanks to the unwavering support of the Ministry of Culture, Youth and Sport and the National Sports Commission, the camp was bolstered by the expert knowledge of overseas coaches. They brought a different perspective while working in tandem with our local coaches to fine-tune skills specifically for the CARIFTA stage.”

    A key priority for this year’s residency was the holistic management of the athletes.

    The association integrated physiotherapists into the daily routine to ensure “athlete welfare was paramount,” according to Hermonstine, allowing the competitors to reach peak physical condition ahead of the April 2 departure.

    The 2026 squad of 24 athletes represents a more streamlined selection compared to the 42-member team that travelled to Trinidad and Tobago in 2025 (securing five medals).

    However, the AAG is drawing inspiration from the 2024 Games—also held in Grenada—where a similarly sized squad of 23 athletes returned with an impressive eight medals.

    “Everyone here has met the qualifying standards; they have prepared well and all logistical support is covered thanks to the government,” Hermonstine added.

    “We have returning medalists, including some who have won gold on this very soil previously. We are confident in their ability and will continue to invest in and support our athletes.”
