    Two remanded for 2.6kg of Cannabis

    Two men, Isiah Charles and Sheldon Chase, were remanded on Friday for the possession of narcotics for the purpose of trafficking.

    The duo was found with the cannabis on Thursday at Success Village, East Bank Demerara (EBD) when ranks of the Customs Anti-Narcotics Unit (CANU) intercepted a motor vehicle revealing several brick-like parcels containing a quantity of cannabis.

    They were arrested and escorted to CANU Headquarters, along with the narcotics, which weighed 2.614 kilograms.

    On Friday, they appeared before Magistrate Nurse at the Sparendaam Magistrate’s Court, where they pleaded not guilty. Bail was refused, and the matter has been adjourned to April 02, 2026.

    Investigations are ongoing.

    CANU arrests three with 10.9kg suspected Cocaine

    The Customs Anti-Narcotics Unit (CANU) has arrested three persons after discovering 10.966 kilograms of suspected cocaine in their possession.

    CANU said on Friday, acting on information received, ranks conducted an operation in the vicinity of Mora Village, Parika, East Bank Essequibo. There, three males were intercepted, one of whom was carrying a haversack. A subsequent search of the haversack revealed three (3) brick-like parcels suspected to be cocaine.

    Jared Kellawan, Jahdiel Kellawan and David Newsum were arrested and escorted to the residence of Jared Kellawan, where CANU officers discovered an additional seven brick-like parcels suspected to be cocaine. T

    The suspects were escorted to CANU Headquarters along with the suspected narcotics, which weighed a total of 10.966 kilograms.

    Investigations are ongoing.

    Psychiatric Hospital incident: Berbice family calls for justice

    A Berbice family is distressed following the death of Ravindra Yudeshwar Bishram, a 52-year-old resident of Cumberland Village, East Canje, Berbice, who was purportedly beaten to death on Thursday at the New Amsterdam Psychiatric Hospital.

    A relative and caretaker, Mr. Diaram Singh, informed reporters that at approximately 8:30 hours on Friday, he was at his place of employment when he received a phone call from the New Amsterdam Psychiatric Hospital, where Ravindra was receiving treatment. The caller conveyed that Ravindra had passed away.

    Singh stated that upon receiving the distressing news, he hurriedly investigated and was subsequently informed that Ravindra had either been assaulted or had fallen and died. Following his investigation, Singh said he reported the incident to the Central Police Station, prompting the commencement of an official investigation.

    Singh noted that injuries were observed on Ravindra’s face, including marks of violence.

    “We want justice because several times he got injured, bruises on his face, and hand until it come to this point,” he expressed.

    Ravindra had been a patient at the institution for over ten years. His illness began at the age of 15 while attending the New Amsterdam Multilateral Secondary School.

    Singh mentioned that during last Christmas and Boxing Day, he and other family members visited Ravindra at the facility, where he appeared to be doing well. However, Ravindra’s aunt, Indra Ramsarran, who was part of the visiting party, disclosed during a telephone interview with News Room that her nephew had been subject to abuse on several occasions prior to this incident. Ramsarran, a resident of Canada, claimed that during a recent visit to the institution, Ravindra was observed with facial bruises and stitches. When questioned, he reportedly told her that he had been beaten.

    “I never expected him to die like this. We are all hurt and sad about what happened to Ravindra,’’ the grieving aunt relayed.

    Ramsarran further remarked, “they need more supervision at the Hospital. I don’t know how they are going to fix that problem.’’

    According to a police statement, around 19:50 hours on Thursday, staff on duty at the hospital reported hearing “gasping sounds”, which led to the discovery of Ravindra lying in a pool of blood. A 38-year-old male patient from Bath Settlement, West Coast Berbice, was present in the ward at that time.

    Ravindra was transported to the New Amsterdam Public Hospital, where he was admitted. Unfortunately, he succumbed to his injuries on Friday, February 20, 2026, at approximately 06:53 hrs while receiving medical care. A post-mortem examination will be conducted.

    Police have confirmed that the 38-year-old patient was isolated in a separate room as investigations proceed.

    Woman dies after bee attack at Success

    A 77-year-old pensioner of Success, East Coast Demerara (ECD) has succumbed to her injuries after she was attacked by bees at about 07:00hrs on Friday at Success. A 25-year-old female is also hospitalised following the incident.

    Police said Mohadai Sankar, who was visiting from the United States of America, along with the 25-year-old woman and two other persons, were attacked by a swarm of bees believed to have come from the roof of a neighbouring house. The victims sustained multiple suspected bee stings during the incident.

    A video of the incident was posted on social media.

    They were later assisted and taken to medical facilities. Sankar was transported to the Enmore Regional Hospital, where she succumbed at about 18:45hrs while receiving medical treatment.

    The 25-year-old woman was transported to the Georgetown Public Hospital Corporation, where her condition is listed as stable.

    The body of Sankar was escorted to Jerricks Funeral Home, where it awaits a post-mortem examination. The scene was visited by police and personnel from the National Agricultural Research and Extension Institute were summoned to the area and brought the situation under control.

    GTI students commence 2D and 3D designs with new technology laboratory

    Students of the Government Technical Institute (GTI) are moving away from the era of pen and paper and into three- dimensional digital design with the commissioning of the Karpowership-GTI AutoCAD Technology Lab.

    The new laboratory replaces manual drafting tools with twenty-six high-performance workstations running specialised Computer-Aided Design (CAD) software, according to a statement from the Ministry of Education. This technology allows students to move from flat sketches to precise digital 2D blueprints and complex 3D models required for modern infrastructure, electrical grids, and energy sector machinery.

    “This evolution empowers a new generation of local engineers and architects to stop sketching the future on paper and start building it in 3D, thereby aligning classroom learning with the rapid pace of technological advancements,” the Ministry said.

    This transformation was launched on Thursday, February 19, 2026 through a strategic partnership between the Ministry of Education and Karpowership, designed to bridge the gap between academic theory and industrial application.

    Speaking on behalf of Karpowership, Ms. Beyza Özdemir, Americas Regional Director of Commercial Operations, reaffirmed the company’s focus on making targeted contributions that support long-term skills development.

    “At Karpowership, we believe that supporting education is an important part of building sustainable communities,” Ms. Özdemir stated. “By providing essential technology, we aim to help students develop practical skills that can support their future careers.”

    By developing 2D and 3D design capacity at the student level, the nation is now beginning to teach a generation of professionals who can prepare to lead Guyana’s massive infrastructure projects. This investment ensures that local talent is being trained today to become the primary architects and engineers of the country’s physical and economic future.

    In his keynote address, Dr. Ritesh Tularam, Deputy Chief Education Officer (Technical), emphasized that the Ministry is “opening doors to imagination, precision, and professional opportunity,” describing AutoCAD as the “backbone of modern engineering.” Underscoring the significance of the lab’s long-term impact, he stated:

    “We cannot have an armchair approach to the management and preservation of this center. The investment is significant, and we must ensure that we manage it sensibly so that every child can make a tangible and meaningful contribution to their community and society.”

    The ceremony concluded with an official ribbon-cutting and a guided tour of the workstations, establishing the lab as a new hub for local innovation. This facility stands as a testament to the power of public-private collaboration in aligning education with 21st-century industry needs.

    CCJ upholds ruling on reversal of prescriptive title

    The Caribbean Court of Justice (CCJ) on Friday delivered its ruling in a case of Eslene Vigilance v Roopnarine Persaud in which it agreed with the local courts that the applicant failed to prove that the contended land was acquired by fraud as claimed.

    Based on a petition for prescriptive title, the land belonging to the husband of Eslene Vigilance was granted to George Estrick by the Land Court on April 11, 1994, through prescriptive title, which extinguished the previous title. It was then sold to Roopnarine Persaud.

    Port of Spain, Trinidad and Tobago. On Friday, 20 February 2026, the Caribbean Court of Justice (CCJ/Court) delivered judgment in Eslene Vigilance v Roopnarine Persaud [2026] CCJ 1 (AJ) GY. The CCJ dismissed the appeal, agreeing with the Court of Appeal of Guyana and the High Court that the application to amend a statement of claim and introduce further evidence made by counsel for the Vigilance estate on the date of delivery of judgment in the High Court, was too late and that to allow the application would be prejudicial to the defence.

    This case is decades old and arose from the attempt of the Vigilance estate, the Appellant, to overturn prescriptive title granted to George Estrick and the subsequent transport of the land to Roopnarine Persaud, the Respondent. The estate alleged that Estrick obtained the land by fraud, but never pleaded or proved any fraud against Persaud, who purchased the land from Estrick.

    The High Court dismissed the claim finding no evidence of fraud and holding that alleged irregularities in the Land Court process did not amount to fraud capable of invalidating a registered title. On the day set for judgment, new counsel in the matter made an oral application to amend the pleadings to include particulars of fraud and to present further evidence. The trial judge refused the application and on appeal, the Court of Appeal affirmed the decision of the trial judge.

    Before the CCJ, the Vigilance estate sought to have the Court of Appeal’s decision set aside arguing that the refusal to allow amendments and admit further evidence amounted to a miscarriage of justice, and that the courts below erred in failing to properly assess the alleged fraudulent acquisition by Estrick and its impact on the subsequent sale to the Respondents and costs in this Court and the courts below.

    In an opinion authored by the Honourable Mr Justice Barrow with Justices Jamadar, Ononaiwu, Eboe-Osuji, and Bulkan concurring, the Court held that the appeal was bound to fail because the estate’s case rested on allegations of fraud against Estrick, which were dismissed and the claim against Estrick was not pursued on appeal. By the time new counsel sought to amend the pleadings, the trial judge had already determined that there was no evidence of fraud. Without proof of fraud by Estrick, there could be no basis for alleging fraud against Persaud, who acquired a derivative title from Estrick. Mr Justice Barrow further emphasised that even if there were irregularities in the prescriptive title proceedings, such defects cannot invalidate a registered title unless actual fraud is established.

    In his opinion, the Honourable Mr Justice Bulkan, with Justices Barrow, Jamadar, Ononaiwu, and Eboe-Osuji concurring, went further in analysing the underlying defects in the prescriptive title proceedings. He stressed that prescriptive title requires proof of actual, exclusive, and undisturbed possession, and that applicants must provide full, frank disclosure of all material facts. He compared Guyana’s system with the more structured approach used in Trinidad and Tobago and called for more stringent judicial oversight and legislative reform to combat any concerns about the potential for land fraud and procedural failures.

    Mr Teni Housty and Ms Sydney Fraser appeared for the Appellant and Mr C. V. Satram, Mr Mahendra Satram, and Mr Ron Motilall appeared for the Respondent. The Court dismissed the appeal and awarded costs to the Respondent. The CCJ’s full decision is available via www.ccj.org.

    New Zealand and Pakistan will share the points after rain forced a washout in Colombo. The officials waited over two hours from the official start time for an improvement in the weather conditions, but the steady drizzle that began at the toss only grew heavier and never quite relented.

    With puddles forming on the covers and the overhead conditions no closer to improving, the umpires made the inevitable call.

    There was a strong chance of showers as toss time approached. The previous day, Pakistan’s evening training session had to be cancelled due to rain. At the toss, which Pakistan won with Salman Agha opting to bat first, a drizzle began as the captains were speaking, and the ground staff began to move the covers into position. From thereon, the fate of the game was sealed.

    Pakistan had left Khawaja Nafay out and brought in Fakhar Zaman, while New Zealand made three changes, including welcoming their captain Mitchell Santner back into the XI.

    Both teams got off the mark in the Super Eight, but are left with little room for error. Pakistan will play England next on Tuesday and Sri Lanka a week from today, while New Zealand take on Sri Lanka on Wednesday and England on Friday. All games in this group take place in Sri Lanka.     Bartica man fined $200k for DUI

    Alexis De Camp, a 25-year-old of Byderabo Road, Bartica, was charged with the offence of Driving Under the Influence (DUI) of alcohol.

    According to the police, his breath alcohol level exceeded the

    prescribed limit, contrary to Section 39(A)(1) of the Motor Vehicle and Road Traffic Act, Chapter 51:02, as amended by Act 17 of 2022.

    He appeared on Friday, February 20, 2026, at the Bartica Magistrate’s Court before His Worship Ravindra Mohabir, where he pleaded guilty and was fined $200,000 GYD, or in default, six months’ imprisonment.

    Deux journées d’intense réflexion pour affronter la criminalité

    « L’État ne peut lutter efficacement contre l’insécurité sans s’appuyer sur l’expertise et le dialogue.  Il faut combler le vide existant entre décision politique et réflexion scientifique », a laissé entendre le Dr. Luckner Edouard, à l’ouverture officiel de la première édition du Forum international sur la criminologie, les droits de l’homme et la formation des jeunes, les 22 et 23 janvier 2026.

    C’est autour du thème : « la criminalité, un fléau mondial à combattre, que s’est déroulé, les 22 et 23 janvier 2026, au Karibe Convention Center, la première édition du Forum international sur la criminologie, les droits de l’homme et la formation des jeunes, une initiative de la Société haïtienne de criminologie et d’études pénales (Sohacep), réalisé en partenariat avec le Ministère de l’Intérieur et des Collectivités territoriales et parrainé par l’Ambassade de la République de Chine (Taïwan) en Haïti.

    Cette dynamique de la Sohacep qui s’inscrit dans un contexte national marqué par une insécurité persistante et multiforme a constitué un prétexte pour interpeller l’ensemble des institutions publiques et privées de la République. Elle se veut également un « espace de résistance intellectuelle et citoyenne », où différents experts nationaux et internationaux, des autorités civiles et politiques ainsi que des hauts cadres des forces de sécurité nationale à unir leurs voix autour d’une même urgence : « comprendre et combattre la criminalité, fléau mondial qui affecte profondément la société haïtienne ».

    Une vision politique appuyée par l’expertise scientifique 

    « La lutte contre la criminalité ne saurait être gagnée sans une vision politique claire et appuyée par l’expertise scientifique ».Tous les acteurs ayant pris part à ce forum en sont convaincus. Le Ministre de l’Intérieur et des Collectivités territoriales aussi. Au cours de son intervention, M. Paul Antoine Bien-Aimé n’a pas manqué l’occasion pour saluer l’initiative de la Sohacepqualifiée de « cadre indispensable de réflexion et de concertationà un moment où la sécurité nationale exige des réponses fondées sur l’expertise et la coordination institutionnelle ». Le Ministrede l’intérieur, en tant que sociologue, a profité de la circonstance pour réitérer son engagement de continuer à accompagner toute démarche scientifique et technique visant à renforcer la prévention, la gouvernance sécuritaire et le respect des droits humains dans les politiques publiques.

    « Je tiens donc à assurer ici, au nom du Gouvernement haïtien, que les recommandations issues de vos travaux seront reçues avec attention et feront l’objet d’un suivi au sein de nos structures », a insité le ministre Bien-Aimé.

    Une parole lourde de responsabilités

    « Conscient que la sécurité n’est pas uniquement une question d’ordre public, mais une condition essentielle de la dignité humaine et du vivre-ensemble », le Général de brigade des Forces armées d’Haïti, Jean Robert Gabriel, a marqué les esprits. Au cours de son intervention, il a pris le soin de présenter la situation d’Haïti, un pays où l’insécurité menace non seulement les citoyens, mais aussi la souveraineté et la cohésion nationale.« La criminalité affaiblit l’État, fragilise les institutions et sape la confiance des citoyens. La réponse doit être nationale, coordonnée et fondée sur une vision à long terme », a-t-ildéclaré, en appelant à une synergie réelle entre forces armées, police, justice et société civile.

    « Pour résorber ce péril, nous avons besoin d’une vision claire : l’intelligence criminologique pour comprendre, l’unité des forces de sécurité (PNH/FAD’H) pour protéger, le respect des droits humains pour légitimer et la formation des jeunes pour durer », a-t-il ajouté.

    Pour sa part, le commissaire Frantz Lerebours, représentant du Directeur général de la Police Nationale d’Haïti PNH, a rappelé,avec lucidité, que « les armes et les opérations ne suffisent pas à elles seules pour bien mener ce combat. Il faut aussi comprendre les causes profondes de la criminalité et investir d’avantage dansla formation comme leviers essentiels pour réduire considérablement ce phénomène ». D’où, la nécessité d’un dialogue constant entre praticiens de la sécurité, chercheurs et des experts.

    Pour sa part, Son Excellence Cheng-Hao Hu, Ambassadeur de la République de Chine (Taïwan) en Haïti, a exprimé le soutien de son pays à cette initiative jugée porteuse de sens. Il a souligné que « la sécurité, les droits de l’homme et la formation des jeunes sont indissociables du développement et de la stabilité des nations », a-t-il fait savoir en rappelant l’importance de la solidarité et de la coopération internationales.

    Dire, analyser et comprendre la criminalité

    Pendant ces deux journées, des échanges profonds, parfois douloureux, mais toujours constructifs ont rythmé le forum. Les panels et conférences ont permis d’aborder la criminalité sous toutes ses facettes : violence armée, criminalité organisée, fragilité institutionnelle, violation des droits humains, exclusion sociale et vulnérabilité des jeunes. Les débats ont mis l’accent particulièrement sur l’incontournable réalité. Laquelle porte à accepter que la criminalité ne naît pas dans le vide. C’est un phénomène qui se nourrit de pauvreté, d’absence de perspectives, d’affaiblissement de l’État de droit et de crises politiques répétées. Face à ces constats, les participants ont insisté sur la nécessité de réponses globales, humaines et coordonnées.

    Il faut préciser également que la jeunesse haïtienne a occupé une place centrale dans les discussions. Tantôt décrite comme victime directe de l’insécurité, tantôt comme force de changement. Elle est apparue comme un acteur clé de la prévention, à condition d’être formée, encadrée et écoutée.

    La richesse du Forum a également résidé dans la diversité et l’engagement des participants. Des représentants de la sécurité intérieure du pays, des Forces armées d’Haïti, de la Police nationale d’Haïti, du secteur des droits humains, du milieu juridique et historique et des amis-experts internationaux ont pris part activement aux échanges. Cette mobilisation collective a permis de croiser les regards, de confronter les expériences et de dégager des pistes de solutions réalistes.

    Au terme de ces deux journées, une certitude demeure. Ce Forum n’a pas tout résolu. Il a brisé le silence, ouvert des chemins de réflexion et ravivé l’espoir d’une réponse collective à une crise qui ronge le pays depuis trop longtemps, a laissé comprendre le président de la Sohacep qui croit encore en la force des idées, du savoir et de l’engagement citoyen. Les recommandations issues de ces travaux devront désormais se traduire en actions concrètes. En réunissant autorités publiques, forces de sécurité, experts, partenaires internationaux et société civile, le Forum international sur la criminologie, les droits de l’homme et la formation des jeunes s’impose comme une initiative structurante, porteuse d’espoir pour une Haïti plus sûre, plus juste et résolument tournée vers l’avenir.
